His office had received approximately ₦169 million for skill acquisition training and empowerment projects in the seven local government areas of his district.

Investigations revealed that around 70 individuals, primarily connected to the local APC leadership, were enrolled in short six-hour courses on various vocations in a hall in Azare. Furthermore, when a reporter attempted to interview the program participants, Bulkachuwa’s legislative aide, Buba Shehu Gololo, threatened the journalist’s life and warned participants against speaking to the media. Gololo claimed to be delivering the message on behalf of Senator Bulkachuwa himself.
In 2023 a video surfaced where Bulkachuwa was seen bragging about influencing the decision of his wife, Zainab Bulkachuwa, a retired Justice of the Appeal Court. The video was shared by Professor Ndubuisi Ekekwe on his verified Twitter handle, who sarcastically suggested that Senator Bulkachuwa should be awarded the title of “whistleblower of the month.” Ekekwe expressed the hope that retired Justice Zainab Bulkachuwa would provide a press release addressing the alleged influence on her decision-making.
