Educational Background
Engr. Prof. Joseph Terlumun Utsev’s academic journey began at the Federal University of Agriculture Makurdi, where he earned a Bachelor of Engineering Degree in Civil Engineering, graduating as the top student with Second Class Honours “Upper Division” in 2004. His pursuit of higher education led him to the University of Nigeria Nsukka, where he obtained both a Masters and PhD in Water Resources and Environmental Engineering in 2007 and 2011, respectively.
Career
With 17 years of experience in lecturing and engineering, Prof. Joseph Utsev has made significant contributions to the field. He has published about 40 papers in esteemed national and international journals. Notable career highlights include serving as Deputy Director and later as Full Director in the Centre for Entrepreneurship Development at the Federal University of Agriculture Makurdi from 2013 to 2017. His expertise led to his appointment as the Honourable Commissioner of the Ministry of Water Resources and Environment in Benue State in 2017.
In 2020, he was appointed as the Executive Director of Engineering at the Lower Benue River Basin Development Authority, where he played a key role in supervising various engineering projects.
Currently, he serves as the pioneer Rector at the Federal Polytechnic Wannune, Benue State, aiming to elevate the institution’s standards.
Prof. Utsev has received several honors, including the Best Honourable Commissioner in the Water/Environmental sector in Nigeria and the Academic Noble Award by the Institute of Industrial Administration of Nigeria.

Controversies
A dispute arose in Benue State, North-central Nigeria, between a youth organization and a group of professionals over the selection of Joseph Utsev as President Bola Tinubu’s nominee for ministerial position. President Tinubu recently put forward Mr. Utsev, a civil engineering professor, along with 27 others, for Senate confirmation. The president’s Chief of Staff, Femi Gbajabiamila, suggested that additional names would be submitted to ensure all states have ministerial nominees, as required by the Constitution. Despite some inconsistencies in Mr. Utsev’s submitted resume, the Senate proceeded to screen him.
