Rubiales began his football journey as a defender, playing for various clubs including Guadix, Mallorca B, Lleida, Xerez, Levante, Alicante, and Hamilton Academical. He made a total of 269 domestic league appearances during his playing career.
In March 2010, Rubiales was elected as the president of AFE, a position he held until November 2017. He later left this role with the intention of running for office at the Royal Spanish Football Federation (RFEF).
Rubiales was elected as the president of the RFEF in May 2018. During his tenure, he implemented changes such as establishing fixed wages for regional federation leaders and dismissing the Spanish national men’s team head coach Julen Lopetegui on the eve of the 2018 FIFA World Cup.
