Ibrahim Shehu Shema is a Nigerian lawyer and politician born on September 22, 1957, in Dutsin-Ma, Katsina State. He served as the Governor of Katsina State from 2007 to 2015 under the People’s Democratic Party (PDP). A trained lawyer with many years of experience, Shema is known for his role in politics and governance in northern Nigeria. As of May 2025, he was appointed Chairman of the Federal Capital Development Authority (FCDA) by President Bola Tinubu.

Educational Background
Shema started his education at Nasarawa Primary School in Katsina from 1964 to 1971, then moved to Government Secondary School, Kafanchan, where he studied from 1972 to 1976. He went on to attend the College of Arts, Science and Technology in Zaria (1977–1980).
He studied Law at Ahmadu Bello University, Zaria, graduating in 1983, and got his BL from the Nigerian Law School, Lagos in 1984. Later in 1998, he obtained a Master’s degree in Commercial Law from the same university.
Career
Before entering politics, Shema practiced law and built a strong professional reputation. He became Attorney General and Commissioner for Justice in Katsina State between 1999 and 2003 under then-Governor Umaru Musa Yar’adua.
In 2007, he won the PDP primary and became Governor of Katsina State, a role he held for two terms till 2015. After leaving office, he remained active in political and legal circles. In 2025, he was appointed Chairman of the Federal Capital Development Authority (FCDA).
Controversies
During his time as governor, Shema was sometimes criticized for being distant from local politicians and party members. Some labeled him a “governor of greed” for allegedly limiting political participation in the state.
Also, after leaving office, he faced investigations over allegations of corruption, though he denied all wrongdoing and described the actions as politically motivated.
