Saleh began his higher education at Kaduna Polytechnic, where he obtained a Higher National Diploma (HND) in Electrical and Electronics Engineering in 1988. Years later, in pursuit of administrative and managerial expertise, he earned a Master of Business Administration (MBA) from Bayero University, Kano in 2015.

Saleh Mamman started his professional journey in 1981 as a technical school teacher in Mubi, Adamawa State. In 1992, he joined the Taraba State Ministry of Works, where he rose through the ranks to become an Assistant Director in charge of Electrical Services. He retired from civil service in 2002.

After his retirement, Saleh ventured into private business and politics. His significant political breakthrough came in 2019, when he was appointed as Minister of Power by President Muhammadu Buhari. He was sworn into office on 21 August 2019. During his tenure, the Ministry of Power operated as an independent entity, separate from the Ministry of Works and Housing.

As Minister, he oversaw several power sector initiatives, including electricity generation and transmission projects. However, challenges such as erratic power supply, low generation capacity, and regulatory friction persisted throughout his tenure. He was relieved of his duties in a cabinet reshuffle on 1 September 2021 and was succeeded by Abubakar Aliyu.

In May 2023, Saleh Mamman was arrested by the Economic and Financial Crimes Commission (EFCC) over allegations of money laundering and misappropriation of public funds. On 11 July 2024, he was arraigned at the Federal High Court in Abuja on a 12-count charge involving the embezzlement of approximately ₦33.8 billion. The charges were linked to major power projects, including the Mambilla and Zungeru hydroelectric projects.

Investigations alleged that he diverted over ₦22 billion through Bureau de Change operators and shell companies. During his court appearance, Mamman reportedly collapsed and was later granted bail set at ₦10 billion, with strict conditions.
