Domingos Simões Pereira Biography

Domingos Simões Pereira was born on 20 October 1963 in Farim, Portuguese Guinea (now Guinea-Bissau). He grew up in a modest family; his father was a small landowner who lost his property during the Guinea-Bissau liberation struggle. The family relocated several times due to political instability, eventually settling in Cacheu where Pereira completed his primary education.

Educational Background

Pereira attended the National Lyceum Kwame N’Krumah for his secondary education. In 1982, he received a scholarship to study abroad in the Soviet Union, where he earned a degree in Civil and Industrial Engineering from Odesa National Polytechnic University in 1988.

He later moved to the United States and obtained a Master’s degree in Civil Engineering (Structures) from California State University, Fresno, in 1994. Years later, between 2013 and 2016, he completed a PhD in Political Science and International Relations at the Catholic University of Portugal.

Career

Engineering & Early Government Roles

After returning to Guinea-Bissau in 1988, Pereira briefly worked for the Ministry of Public Works before joining a construction cooperative in Cacheu, where he quickly rose to the position of deputy general director.

Throughout the 1990s, he held several roles related to infrastructure development, including National Director of Land and Road Transport, Director-General of Roads and Bridges, and Technical Director of the Civil Engineering Laboratory. He also collaborated with international development partners such as the European Development Fund and the World Bank on projects focused on infrastructure and private-sector development.

Ministerial Appointments

In the early 2000s, Domingos Simões Pereira served as Minister of Social Infrastructure and later as Minister of Public Works, Construction and Urbanism, overseeing national infrastructure, construction reforms, and urban development.

Diplomatic & International Leadership

Pereira served as the Executive Secretary of the Community of Portuguese Language Countries (CPLP) from 2008 to 2012 — one of the highest diplomatic roles within the Lusophone world.

Prime Minister & Political Leadership

In 2014, he was elected leader of the PAIGC (African Party for the Independence of Guinea and Cape Verde). The party’s victory in parliamentary elections led to his appointment as Prime Minister of Guinea-Bissau, a position he held from July 2014 to August 2015. His tenure focused on political stability, economic reforms, and public administration restructuring. In 2023, he became President of the National People’s Assembly, making him the head of the country’s parliament. He remains one of the most influential political figures in Guinea-Bissau.

Controversies

Domingos Simões Pereira has been involved in several political controversies:

  • Travel Restriction: In 2022, he was barred from leaving Guinea-Bissau during investigations into alleged administrative irregularities.
  • Political Tensions: His rivalry with former President José Mário Vaz contributed to governmental instability during and after his term as Prime Minister.
  • Election Dispute: His candidacy for the 2025 presidential election faced obstacles, with electoral bodies reportedly rejecting his application due to procedural issues — a move his supporters criticized as politically motivated.
