Mohammed Tahir Monguno was born on 12 February 1966 in Monguno, then part of the Northern Region of Nigeria (now in Borno State).
EDUCATIONAL BACKGROUND

Monguno began his education at Monguno Central Primary School and earned his senior school certificate from Government Secondary School, Ngala in Borno State. He studied law at the University of Maiduguri, graduating with an LL.B in 1989. He thereafter attended the Nigerian Law School and was called to the Nigerian Bar in 1990.
CAREER

After law school, Monguno practiced privately as Principal Solicitor at Monguno Kura Chambers from 1992 to 2003 and served as a senior lecturer of law at the Borno State College of Legal Studies until 1999. He also served on the state’s committee on the application of Sharia law.
Monguno first entered politics in 1992, winning election to the House of Representatives at age 26, though his term ended with the 1993 military coup. Returning to governance, he served as Borno State Commissioner for Justice & Attorney General (2003–2005), Commissioner for Education (2005–2006), and Commissioner for Water Resources (2006–2007). He returned to the National Assembly in 2007, representing Marte/Monguno/Nganzai Federal Constituency in the House of Representatives for several successive terms until 2023. During this period he was Chief Whip of the 9th House of Representatives.
In 2023, Monguno was elected Senator for Borno North. In July 2024, he became the Senate Majority Whip of the 10th National Assembly.
