Bassey Otu was born on October 18, 1959, in Adiabo, Odukpani Local Government Area, Cross River State, Nigeria. He grew up in Calabar and Jos, Plateau State. Before entering politics, he worked in the banking and petroleum sectors. He is happily married to Mrs. Eyoanwan Bassey Otu, and the marriage is blessed with children. He was elected a Member of the House of Representatives in April 2003, representing Calabar Municipality/Odukpani Federal Constituency, and was reelected in April 2007.

Within this period (2003-2011), he was Chairman of, the House Committee on Petroleum (Upstream), Vice Chairman of, the House Committee on National Population, and member of committees on Power, Ministry of Niger Delta, Inter-Parliamentary Relations, Inter-Intra Party Relations, Environment, Water Resources, and Defense. In 2011, Otu was elected as Senator representing Cross River Southern Senatorial District.

Bassey Otu began his career in the banking sector before transitioning to the petroleum industry. He was elected a Member of the House of Representatives in April 2003 to represent Calabar Municipality/Odukpani Federal Constituency and was re-elected in April 2007. Within this period (2003-2011), he was Chairman, of the House Committee on Petroleum (Upstream), Vice Chairman, of the House Committee on National Population, and a member of committees on Power, Ministry of Niger Delta, Inter-Parliamentary Relations, Inter-Intra Party Relations, Environment, Water Resources, and Defense. In 2011, Otu was elected as Senator representing Cross River Southern Senatorial District.

In 2019, Bassey Otu defected to the All Progressives Congress (APC) and emerged as the Cross River South Senatorial flag bearer of the party in the 2019 election. In 2022, there was a legal dispute over the Cross River All Progressives Congress governorship candidate. A court of appeal sitting in Calabar dismissed Senator John Owan Enoh’s case and declared Senator Bassey Otu as the authentic Cross River All Progressives Congress governorship candidate.
